On the initiative of the Conference of African Communication Regulation
Authorities (CACRA), the Presidents of the African Communication Regulation
Authorities met at Libreville, capital of the Republic of Gabon, from
June 02 to 05, 1998, to decide the creation of a collaborative organization
named « African Communication Regulation Authorities Network
» or « ACRAN ».
ACRAN is a formal institution of establishment, development, and reinforcement
of the consultative and sharing relationships between the African
Communication Regulation Authorities. Its duration is not limited.
Nevertheless, it can be dissolved at anytime under the conditions
foreseen by the convention carrying the creation of the African Communication
Regulation Authorities Network (ACRAN).
The headquarters of ACRAN are established at Cotonou, capital of the
Republic of Benin. They are governed by the laws of the country hosting
them. The current President of ACRAN signs an establishment agreement
with the host country. On some specific circumstances, the headquarters
of ACRAN can be transferred to another place by the Conference of
the Presidents deciding at the absolute majority of its members.
*Mission
The African Communication Regulation Authorities Network
(ACRAN) has the following objectives :
- To contribute, by the synergy of exchanges, to the
establishment of the technical, professional and institutional authority
of each of the member Authorities ;
- To develop, among the member Authorities, ideas and experiences sharing
on the questions related to their missions ;
- To organize, among the member Authorities, a tight collaboration regarding
training and technical assistance under either its responsibility or
in collaboration with other institutions having similar activities ;
- To help set up in each member Authority, a reliable system of collection,
processing and diffusion of information and documentation to the profit
of the twin Authorities ;
- To contribute to the setting up of the authority of ACRAN in the international
and regional forums everytime communication and communication regulation
issues are addressed. By this means, ACRAN will succeed becoming the
privileged speaker of the international and regional development institutions.
*Means of action
To achieve its objectives, ACRAN turns to the following
means of action :
- The staff training on the data processing and the
use of a server ;
- The supply of adequate equipments for processing, transmitting and
downloading of data from a server ;
- The organisation of thematic symposia facilitating the contact, as
well as the information and experiences sharing between the member Authorities
;
- The publication of newsletters or magazines dealing with issues of
its competence.
