The bodies of ACRAN are the Conference of Presidents, the current President and the Executive Secretariat.

A- The Conference of Presidents

1- Composition

The Conference of Presidents is the supreme body of ACRAN. It has all the rights permitting it to achieve its objectives. It is composed of the Presidents of the member Authorities of ACRAN. If a President cannot participate to a meeting, he can commission a member of his Institution to represent him.

2- Sessions

The Conference of Presidents meets every two years in ordinary session on convocation of the current President in the country chosen by the last session of the Conference of Presidents. However, the venue of the meeting can be changed by the current President in case of exceptional circumstances after consulting his colleagues.
The convocations must be notified to the Presidents of the member Authorities at least ninety (90) days prior to the date of the session.

A thematic colloquy can be organized besides the Conference of Presidents meeting on an ordinary session. Moreover, the Conference of Presidents can meet on extraordinary session on convocation of the President or on the request of the absolute majority of the member Authorities.
The introductory reports are sent to the Presidents of the member Authorities at least thirty (30) days prior to the session.

3- Prerogatives

The Conference of Presidents :

- Discusses all matters related to the objectives and means proposed by the current President in collaboration with the Executive Secretariat as well as all other matters submitted by at least one third of the member Authorities and thirty (30) days prior to the session ;
- Adopts the biannual program of activities of the African Communication Regulation Authorities Network ;
- Examines the moral report of the President and the financial report of the Executive Secretariat ;
- Fixes the amount of the annual contributions and of the other contributions of the member Authorities to the functioning of the statutory bodies ;
- Adopts the biannual prevision of incomes and expenses ;
- Decides of the adhesion of new members and notices the withdrawals form ACRAN.
The Conference of Presidents is the sole body competent in modifying the Acts of Association. It adopts and modifies the Internal Regulations. It examines every partnership convention with international organizations before its signature. It approves the candidacy to the Presidency of the Conference. To further debates and studies on specific matters, the Conference of Presidents names as needed one more experts’ commissions. It approves these commissions’ reports.

4- Adoption of decisions

Subject to the dispositions of article 13 - paragraph 2 and article 14 - paragraph 2, the decisions are adopted by consensus or by vote at the simple majority. Each delegation has one vote expression.

B- The current President

The Presidency of ACRAN is exercised for two years by the President of a member Authority to which it is given by the Conference of Presidents (CACRA).
The current President :

- Assures the implementation of the decisions of the Conference of Presidents of which he exercises the powers on behalf ;
- Look after the implementation of the expressed recommendations and the resolutions adopted by the Conference of Presidents, and takes in that respect any decision he thinks useful ;
- Represents ACRAN in all official activities ;
- Convokes the sessions of the Conference of Presidents, fixes the project of agenda and chooses in collaboration with the Executive Secretariat the topics of the thematic colloquies.

The President in charge is the ordonator of the budget of ACRAN. He delegates his signature to the Executive Secretariat for the acts of daily administration and management.

C- The Executive Secretariat

1- Head Office

The Head Office of Executive Secretariat is established at Cotonou, Republic of Benin. In case of extraordinary circumstances, it can be transferred to any other place by the Conference of Presidents by the absolute majority of its members. It is assured by the Regulation Authority of the country hosting the Head Office of ACRAN. The President of the Regulation Authority hosting the Head Office exercises the prerogatives of Executive Secretary of ACRAN.

2- Prerogatives

The Executive Secretary assures in collaboration with the President in charge :
1- The daily administration and management of ACRAN ;
2- The implementation of the decisions of the Conference of Presidents ;
3- The organization of the sessions of the Conference of Presidents ;
4- The conception of the data base, the collection and processing of information and documentation, and their diffusion to the member Authorities ;
5- The good reception of the data by the member Authorities ;
6- The publication of the newsletter of ACRAN.

He orders on behalf of the President in charge the expenses of ACRAN and looks after the reception of all ordered products. He is allowed to manage the current bank accounts of ACRAN. He writes each year in collaboration with the President in charge the separated financial report and the provisional account to be submitted to the Conference of Presidents.
