27 JANVIER 2010 : MEMORANDUM OF THE ACTIVITIES OF THE AFRICAN COMMUNICATION REGULATORY AUTHORITY NETWORK FROM 1998 TO 2008

The conquest of public freedoms, especially the freedom of expression and the freedom of association, fruit of the wave of democratisation in Africa in the early nineties, permitted to cast a new glance over the means of mass communication constituting, up to then, the monopoly of our different states.

In fact, the freedom of expression, the emergence of political parties and the effervescence of the associative movement have been the mainspring elements of the new African media scene as well in the editorial content of the public service as for the birth of new titles in the press and the birth of the first radio stations and televisions in the private sector.

27 JANVIER 2010 : REPORT OF THE CURRENT PRSIDENCY OF THE AFRICAN COMMUNICATION REGULATIONAUTHORITIES NETWORK (ACRAN) FOR THE 2007-2009 TWO YEAR-PERIOD

The Higher Council for Communication (CSC) of Burkina Faso was designated at the head of the Network of African Communication Regulation Authorities (ACRAN) at the end of the 4th conference of the Presidents of African Communication Regulation Authorities (CACRA) held in Ouagadougou from July 02 to July 04, 2007.

 

This mission which Burkina Faso was to carry for the 2007-2009 biennium was assumed by Mr. Luc Adolphe TIAO, from July 2007 to September 2008, then from October 2008 to November 2009 by Mrs. Béatrice DAMIBA, new president of the Higher Council for Communication.

The organization of the present workshop shows the will of the African Communication Regulation Authorities Network (ACRAN) to implicate these focal points in the dynamisation of the network and the management of its website.

Following the decisions of the work meeting of the African Communication Regulation Authorities Network (ACRAN), held in Dar-es-Salam (Tanzania) on May 8-9, 2006, Mr Luc Adolphe TIAO, President of the High Council for Communication (CSC) of Burkina Faso and Deputy President of ACRAN for the 2007-2009 biennium, visited the Executive Secretariat of the network at Cotonou on July 15-20, 2006.

The projects of the plan have been grouped to come out with five practical objectives from which steps of activity are derived ; the expected outcomes are also mentioned.

 

The new plan called General Planning is a table presenting the five objectives, the expected outcomes, the steps of activity, the concerned or executive structures, the execution periods, the cost, and the observations.

Meeting of the technical commission : Argument for a functional and efficient ACRAN

In actual fact, as from 1990s, democracy became a common aspiration of those who were fighting for fundamental freedoms, for human rights and rule of law. This fight is no longer a mere socio-political claim nor a simple theoretical vision of an avant-garde elitism : it has become a daily requirement of the peoples of our continent.

Meeting of the technical commission of ACRAN : General report

The Technical Commission of the African Communication Regulatory Authorities Network (ACRAN) met on August 8 to 12, 2005 at the head office of the Executive Secretariat of the network at Cotonou, Benin.

 

The meeting took place with the effective presence of Mrs Julieta LANGA, President of the High Council for Social Communication of Mozambique (CSCS) and President in charge of ACRAN.

 

The meeting is intended to translate into plan of action with concrete activities the Development Plan of ACRAN.

The preparatory meeting to the conference in Maputo : General Report

Subsequent to the Special Meeting of Presidents on 25 – 27 October 2004 a preparatory meeting to the Conference of Maputo was arranged. This meeting took place on 22 – 25 February 2005 at Cotonou. The meeting was officially opened by the outgoing ACRAN/RIARC Chairperson.
